If you mean on Newgrounds, the “portals” refer to the sections of the site for art, games, movies, and audio. There is also “The Portal”, which is a holdover from when the site was primarily flash animation (used to be the “flash portal”, shows both games and movie submissions combined).
It’s just an easy way to separate the types of media by interest.
